Cook Islands:

Trevor C. Clarke, Chairman

Mr Clarke was born in New Zealand but is now a permanent resident of the Cook Islands. He graduated Bachelor of Laws, Auckland University, 1965 and was appointed Notary Public, 1984.

Mr Clarke is presently Executive Chairman and principal shareholder of Cook Islands Trading Corporation Ltd, one of the largest privately owned companies in the Cook Islands. He is also Director of Island Hotels Ltd and Polynesian Rentals Ltd. Mr Clarke has also been Advocate General of the Cook Islands, senior partner in a law firm (Rarotonga), chief executive of trustee a company, and a director of banks and insurance companies. Formerly he was President of Cook Islands Law Society, Cook Islands Chamber of Commerce and the Cook Islands Trustee Companies Association.

Mr Clarke has been Chairman of the Financial Supervisory Commission Board since its establishment in 2003.


Tina Pupuke Browne

Ms Browne graduated from the University of Canterbury with a Bachelor of Laws in 1979 and was admitted as a Barrister and Solicitor to the New Zealand Bar in 1980.

After working for a law firm in New Zealand for approximately one year Ms Browne returned to Rarotonga, in 1981 and worked initially for the Crown Law Office. Later in the same year, she was employed by Clarke Tansley & Co (now Browne Gibson Harvey PC) and became a partner in 1985.

Ms Browne received the Cook Islands "Business Woman of the Year" Award in 1991.

Ms Browne is Past President of the Cook Islands Law Society (1991-2001), and a former member of the Public Expenditure Review Committee. She is Chairperson of the Cook Islands Pearl Authority and was appointed as a member of the Financial Supervisory Commission Board in 2003.


Kevin C Carr

Mr Carr is a New Zealand Citizen and a member of the New Zealand Institute of Accountants (CA). He is also a Fellow of the New Zealand Institute of Management.

Mr Carr has worked in both Government an the private sector in accounting, computers and management. He was General Manager Finance for the New Zealand Housing Coproration for 5 years and when the Corporation was restructures in 1992, was appointed CEO for the mortgage portfolio of approx $3.5 Billion and land and buildings of $200 million.

Mr Carr was appointed Financial Secretary for the Cook Islands Government in July 1998 and retired from that position in February 2007. While Financial Secretary he was responsible for the Cook Islands Savings Bank until the Bank of the Cook Islands (BCI) was established. Later he served as a Director on the Board for three years, the last year as Chairman. He was also Chairman of the Cook Islands National Supperannuation Board from its establishment until February 2007.

Mr Carr was appointed to the Board in July 2007.


Raymond Newnham

Mr Newnham was born in the Cook Islands and educated in New Zealand. He graduated with a BA (Hons) from Victoria University and a MA in Sociology from the University of Canterbury.

Mr Newnham started one of the first black pearl farms in the Manihiki lagoon in 1986 and is Managing Director of Terone Pearls Ltd, the family-owned company which operates the pearl farm.

During a period of radical national economic reform, from 1996 to 1998, Mr Newnham served as Head of the Ministry of Marine Resources.

Mr Newnham has also served on the Public Service Appeal Board from 2000-2002 and on the Board of the Outer Islands Development Grant Fund from 2002-2003. He served as a Director on the Board of the Bank of the Cook Islands from 2002-2003 but resigned to join the Board of the Financial Supervisory Commission in 2003.

Mr Newnham is presently Managing Director of Ora Moana Ltd, a wholesaler of black pearls and Director of Moana Gems ltd, a retailer of pearl jewellery. He is also a Director on the Board of the Cook Islands Pearl Authority and Chairman of the Cook Islands Government Capital Expenditure Review Committee.


John Whitta

Mr Whitta was educated at Auckland Grammar School before attending Victoria University of Wellington, New Zealand, where he received a BA in Economics and History. He returned to the Cook Islands where he has been resident for nearly twenty years.

Mr Whitta is a local businessman who runs his own hydroponic business. Previously he had his own pest control business as well as a fire equipment sales and servicing operation.

Mr Whitta has been a member of the Board since 2003.
